The benefits of a safe campus can not be over emphasized. These procedures are designed to make the campus environment safe for all members of the Lon Morris College community and to provide guidance when a safety problem occurs. Students must understand that they have personal responsibility for their own safety issues. This handbook includes issues for on campus safety as well as safety suggestions to help students when they are away from the campus. Efforts to maintain a safe campus support the educational activities of the college and allows the Lon Morris College family to interact in safe, secure and enjoyable surroundings. The Campus Safety Department works to ensure safety campus-wide with their patrol and interaction with students, faculty and administrators. The Campus Safety Department cooperates and maintains a good working relationship with Federal, State and local law enforcement agencies. They are ready to respond to any criminal act or emergency. To report a crime or emergency first call Campus Safety at extension 4219 or the Presidents office at extension 4012 from any campus phone or 903-589-4000 from off campus. All crimes and/or emergencies are to be reported to the Presidents office as soon as possible. Emergency Phone Numbers: In case of an emergency where additional assistance is needed, the following telephone numbers will connect you with the appropriate agency: The 911 phone emergency system is available to every person on or off campus. All emergencies and crises where life, health and property are at high and immediate risk use these phone numbers: Ambulance, Fire Department, Police Department dial 911; Campus Safety, call 903-589-4000 or 903-589-4219. The Poison Control Center number is 1-800-222-1222. Hopeline 24/7 1-800-Suicide (784-2433). In the case of a hazardous chemical spill, the first call should be to the Jacksonville Fire Department. Be sure to notify them of any injuries received during or after the spill that may need ambulance service. For additional assistance with chemical spills contact The Chemical Emergency Preparedness and Prevention Office by calling 903-586-7575. In the event that the 911 emergency number is not working or otherwise not available, you can call these services directly: Jacksonville Fire or Ambulance call; 903-586-7131. Jacksonville Police call 903-586-2546. Roadside Assistance when traveling on the highways by the Department of Public Safety (not wrecker or repair, emergencies only) 1-800-525-5555. This number is on the back of Texas drivers license in very small print. The Lon Morris College Chaplain and campus counselors will encourage victims to report crimes. Crime victims can make voluntary, confidential and anonymous reports to the Academic Dean, Vice President of Administrative Affairs or the College President. The Campus Safety Department maintains a Daily Log and reports a days activities to the Vice President of Administrative Affairs. All crimes are reported along with documentation if available. Lon Morris College provides counseling for students who have had problems with drug and alcohol abuse, sexual assault victims, dating violence or other sex crimes. Additional exterior lighting has been added to the campus to increase security campus-wide. Students should report any unsafe situations or conditions to the Vice President of Administrative or Campus Safety personnel. Severe Weather In case of severe weather, such as tornados, hurricane force winds and hail storms a major threat to people is the possibility of being cut by flying broken glass. It is recommended that the students remain in the building they are in. If they are in a residence hall, the students should congregate in the hallways and close all dormitory room doors and other doors to help prevent flying glass from entering the hallways. If time permits before the storm hits, occupants should go to the hallway of the lowest floor of the residence hall. It is further recommended that all personnel, students, faculty and staff congregate in the most centrally located room on the lowest floor of the building they are in at the time of the severe weather occurrence. Choose a room with the least exposure to possible flying glass. Avoid the outdoors under all circumstances when there is a threat of sever weather storms. If caught outside and unable to reach shelter in the case of a tornado find a ditch or other low spot in the ground, lie down and cover your head with your hands and arms. Fire Safety Fire Safety is a primary concern for all members of the LMC family. A serious concern for safety in any public building relates to fire. Lon Morris College sets forth the following guidelines: 1. Smoke detectors, fire alarms, and fire extinguishers must not be tampered with. 2. Smoking inside any building on the LMC campus is strictly prohibited by policy and law and is a health and fire hazard. 3. Incense, candles and any other open flame instrument as well as electric room heaters are not be used in the residence halls. 4. The use of tobacco is strongly discouraged. However, smokers must safely dispose of all tobacco products and must obey all No Smoking signs. 5. Hallways must be clear of all objects that might impede exit from the building. 6. Students must participate and cooperate fully in all fire drills. Failure to comply with these guidelines will result in severe sanctions and/or dismissal. 7. Become familiar with the location of the fire exits and fire extinguishers posted in each residence hall. If you see a fire, smoke or suspect a fire due to fire odors, activate the buildings fire alarm immediately. Notify the Residence Hall Director who will call 911 to report the fire to the Jacksonville Fire Department. Report all fires regardless of size or damage to the Campus Safety Department. If you hear a fire alarm sounding while in your room, be calm, dont panic and do the following. Turn on the lights and dress quickly according to the weather Feel the door for high heat before you open it If it feels normal, open it slowly and leave the building by the nearest exit If the door feels hot do not open it, seal the cracks with towels or other fabrics, preferably that you wet with water To attract attention, stand where you can be seen and wave a flashlight, mirror, shiny object or something white. Break the window only if the room starts filling with smoke Be familiar with other students in your building. If there are disabled people in your building they may need you to assist them. Students who have been injured may also need help in leaving the building. Extremely sound sleepers may need extra attention to wake them up. Go outside to the following designated area for each residence hall so that you can be accounted for and receive instructions. Fair Hall Go to the parking lot on the east side of College Avenue across from the Fair Hall and Scurlock Center. Craven Hall Go to the parking lot on the east side of Tilley next to the Chapel. Brown Hall Go to the parking lot on the north side of Prather Street behind the Fine Arts Building. Clark Hall Go to the vacant field that is on the east side and across College Avenue from the residence hall. Remain at your designated location well away from the building until advised by an LMC official, Campus Safety or the Jacksonville Fire Department that it is safe to reenter the building. The Campus Safety Department will conduct at least one fire drill each semester at every residence hall, office or classroom where an alarm exists. The purpose is to allow occupants of the buildings to become familiar with the sound of the fire alarm, exit locations and building evacuation plans. 3. In case of fire in the Technology Center, Moody, Pewitt or the Fine Arts Building, LMC employees should evacuate their building in an orderly manner and move to the side of the Quadrangle away from the fire. For other buildings, occupants should carefully move to an open area, preferably a parking lot, across the street from building that is on fire. Stay with the group of people you were with in the building so that every one can be accounted for. Reenter the building only after Campus Safety, an LMC Official or the Jacksonville Fire Department personnel say that it is safe to do so. Building Security The Campus Safety Department will check unoccupied buildings to assure that each is locked. This building check will provide the opportunity to observe problems at the buildings such as water leaks, fires and broken windows/doors. Students are required to carry their identification cards at all times and present them to college officials upon request. Students shall obey traffic control and parking signs on campus so as to not block driveways, create hazards at corners. On street parking shall be in accordance with city traffic laws. See Student Motor Vehicle Operations and Parking Information in the Student Success Guide booklet. Residence Halls are staffed by Resident Hall Directors who are trained to assist in the management of the buildings and their residents. They work directly with the Facilities Department and Campus Safety Department to provide a comfortable and safe living environment. Residence Halls are locked 24 hours a day. Access is limited to the main entrance with use of an individuals personal code. Access is also limited to authorized school officials with identification. Guests are required to register with the Resident Hall Director and may be refused admittance if there are any questions about their identification or purpose for visiting. Guests shall be met at the door by the student being visited Visitors must leave a picture ID with the Residence Hall Director and sign the guest register Special permission with two day advanced notice is required for overnight stays, which are limited to two days Lon Morris College does not allow any in room visitation by anyone of the opposite gender at any time during the school year. See: Student Success Guide Students are responsible and liable for the action of their guest(s). No student may occupy his/her room before or after the dates specified by the College. During their stay in the residence hall, students shall comply with all the regulations governing such residency. The perimeters of ground floors of the resident halls are patrolled by Campus Safety and resident personnel to detect propped doors and windows. Students who prop doors open are subject to discipline. This is a safety issue that must be controlled to prevent access to the building by those who would harm students and commit other crimes. Safety officers and the Director of Residence Life have the right to request a search of any room or automobile any time they have reasonable cause to believe regulations or laws are being violated. The small college environment, beautifully landscaped campus and friendly students and employees create an impression of a carefree environment. It is easy to forget the unsafe problems and dangers of society. Safety is everyones responsibility for themselves and others. Having the wrong attitude can create unsafe situations and encourage criminal activity. Lon Morris College requests every member of the LMC family to continue to help make our campus a safe environment. You are advised to follow the safety suggestions in your daily activities. Walking on and off campus: Dont wear a walkman or other headphones when walking alone Walk facing traffic If you are being harassed, yell, Leave me alone! and continue to attract peoples attention Walk with someone; a group of three or more is better Observe your surroundings; be alert and aware of other people near you Plan your best route before you leave, such as lighted ways after dark Avoid dark isolated areas When walking through parking lots, walk in the drive areas not cutting through parked cars, vans, etc. Dont accept rides with strangers or with persons who may be intoxicated. If you think you are being followed: Cross the street and change directions Keep looking back so the person realizes they have been spotted Report the incident to Campus Safety with a description of the person you suspect Dont let an attacker move you into a secluded area or car. Scream and run Dont count your money in public and carry only a small amount of cash at a time Walk purposefully, briskly and keep moving If leaving by yourself after dark, ask someone you trust to walk you to your car or other destination If You Sense a Potential Threat Think first but react quickly Go to a group of people who are close Get to a well lighted area When a threat is certain and people are nearby, shout and scream, run toward other people and attract their attention any way possible. If you see someone else in trouble attract attention of other people to the problem, call Campus Safety or ask for help from college personnel. Protect yourself against being targeted for sexual assault by following the above safety recommendations and other personal safety precautions included herein. If however you are being physically victimized by someone, try to break free and run screaming or yelling for help. Run toward lights and people or open and occupied buildings. Think quickly about your options, stall for time any way you can. If you must fight your attacker, hit hard and fast continue to scream and yell for help. If it is too dangerous to fight and/or flee, try anything you can to dissuade the attacker from continuing. Report such attacks immediately to protect you and your health and to speed up the apprehension of your attacker. When Driving: When you travel alone, make sure a roommate, close friend or relative knows where you are going and when to expect you back. Keep vehicle doors locked and windows up. If approached and threatened, sound your horn and drive away, but if at a stop sign or red light traffic signal be sure traffic is clear. Do not pick up hitchhikers. If your vehicle becomes disabled in a remote area where you cannot seek help close by, use your cellular phone, if available, to call for help. If not, raise the hood and remain in your locked vehicle. If someone stops and offers to help, ask them to call someone you know to help you, call an automotive service or call the number on the back of your Texas Drivers License for Texas Road Assistance (Not a wrecker or repair service) at 1-800-525-5555. If a service company arrives it should be a marked vehicle with the company name, etc. printed on it. If the vehicle does not have company identification, stay in the locked car until more help arrives or call Texas Roadside Assistance for help. If you see flashing police lights on the car behind you, dont pull over until you are in a well-lit populated area. Dont speed up; slow down so the police will understand that you are not fleeing. On the highway there may not be any well-lit populated areas close but you should be able to determine if it is a law- enforcement vehicle from its markings. If you must stop on the highway, keep your door locked and the windows up. Put both hands on the steering wheel so the officer can see them. Once you have seen the officer and determined him to be a real officer, comply with his or her instructions. If you think you are being followed, go to the nearest building occupied by people, such as the police station or fire station, residence hall, all-night convenience store, etc. Call the police. If no safe area is near, sound the horn repeatedly and turn on your hazard lights. Carry a cell phone to assist you in all kinds of situations. Anticipate how dark an area will be before you park. Be sure the place you choose will be well lit and will not be a deserted area when you return. Put your vehicle key in your hand before you reach your vehicle. Check the back seat before you get in the vehicle and be prepared to shut the door immediately if someone has entered your vehicle. Never leave your credit cards, money or important papers like bank records inside your car. In Residence Halls: Report abandoned or suspicious packages or bags to Campus Safety or local police. Your room door should be locked at all times. Strangers should not be admitted into your room and advice the residence hall supervisor of strangers in the halls or other areas of the building. Identify who is knocking at your door before opening it. Do not leave doors propped open for any reason. Do not lend your room or vehicle keys to anyone. If keys are lost or stolen, report it to the Residence Hall Director immediately. Never reveal your phone number to a wrong number caller. Ask what number they called and just tell them to try again. Turn lights on in your room before you enter your room if it is night. Do not enter if the door is not locked or you suspect the lock has been tampered with. Call the Residence Hall Director. Do not keep valuables in plain view. Make it difficult for some one to steal from you. If possible lock up valuables and conceal them. When you leave your room even for a short time, lock your door. Be sure any windows that can be opened are shut and locked. Dont admit service people other than college employees without authorization from the Residence Hall Director. Keep your keys with you at all times. Report broken locks or other door problems to the Residence Hall Director. Do not label your keys. If necessary to label them use a code. Do not dress or undress in front of a window. If you receive an obscene or prank phone call hang up immediately. Report such calls to the Residence Hall Director. Do not carry on a conversation with the caller. If you come upon a crime or a criminal tries to rob you, how you react can determine if you are harmed physically or not. If no physical contact is made and no intention to harm you is apparent, cooperating should reduce the chances of being physically hurt. Avoid sudden moves and try to remember details about the person(s). If physical harm is anticipated try to attract other peoples attentions by yelling or making noise any way you can. Report all crimes against you to the Residence Hall Director, who will notify Campus Safety and other officials. Describe the criminals appearance, clothing, height, weight, scars, tattoos, and color of skin, hair and eyes. Describe the location of the incident and the suspects vehicle and license plate number. Traffic Safety On and Off Campus Traffic Safety should be a prime consideration every time you enter a vehicle whether you are the driver or a passenger. Distractions of drivers are a major cause of accidents. It is important that passengers be responsible riders and not contributes to or causes an accident because they distracted the drivers attention or encourage reckless driving, like speeding. Seatbelts are not only required by law, they are your best chance to survive a traffic collision. Buckle up every trip. Pickup trucks are popular and very good vehicles but riding in the back especially standing up, is not the place to be in a collision or other situation where you can be thrown out. Seatbelts, as good as they are, can not prevent injury or death in every situation, especially where high speed is involved. Do wear your seatbelt and do drive at speeds that are safe for road and traffic conditions. Traffic Safety and You Dont forget to periodically check your vehicles tires, water, oil and transmission fluid. Be sure your brakes are working well. Always check these areas when going on a long trip and always start on long trips with a full tank of gas. Driving under the influence of drugs or alcohol is against the law and you could ruin your whole life by killing someone and/or yourself. Dont drive while taking legal medication that causes dizziness, sleepiness, or other hazardous conditions. Read labels on prescriptions carefully. Dont speed! Dont become distracted; keep your mind on your driving and your hands on the steering wheel. Dont distract other drivers. Dont street- race under any circumstances. Dont drive and talk on cell phones. Find a place to pull off the road and stop to talk. If you are driving and get a call, tell the caller to hold or call them back. Safely pull-over, stop and talk or call them back. If you are driving and drop the phone, do not bend over to pick it up until you can pull over and stop. If you have a flat tire or other vehicle problem, pull as far off the road as possible to work on your vehicle. Watch traffic behind you as well as in front. Glance in your rearview mirrors often. When entering a highway from a service road, get up to highway speed before entering the highway lane. Dont take chances by running red lights, stop signs or disobeying other traffic signs and controls. Drive defensively. Drive according to weather conditions. Dont drive if you feel it is unsafe to do so. Dont tailgate. Drive slowly where parked cars and pedestrians, especially children, are present, i.e. school zone, parking lots, etc. Check blind spots on both sides to the rear of your car before changing lanes. Check behind your vehicle before backing and back slowly. Lock your car when it is unattended, on and off campus. Dont leave property like purses, radar detectors, cellular phones, other portable equipment, gifts or other valuables in plain view in your car; put such items in the trunk or take them with you. If you have expensive stereo equipment in your car, consider buying a car alarm. Park in a well lighted area. Safety Pay attention to local news reports about crime in the city. Record serial numbers and brand names of cameras, computers, radios and other property. Always put your name in your books Avoid leaving your books unattended any where, including the library, gym and cafeteria. Engrave your drivers license number on property that is subject to theft. Never leave cash, credit cards or checks in an unlocked desk or out in the open. Avoid using ATMs at night unless well lighted and a lot of people are around. Have a friend accompany you, complete transactions quickly. Dont count your cash at the ATM. If being stalked by a student report it to Campus Safety. If by an off -campus stalker, report it to Campus Safety and the local police department. Gather information such as taped recordings of threatening phone calls, personal description, license plate state and number, vehicle description and other details. Alcohol and Drug Policy: See the Student Success Guide for this Policy and other regulations. Never Drive under the influence of alcohol or illegal drugs. Follow the driving and other safety warnings given for prescription medication. If you are adversely affected by medication, Do Not Drive! Management of Safety and Crisis COLLEGE SAFETY AND CRISIS MANAGEMENT TEAM GENERAL PLAN SAFETY AND CRISIS MANAGEMENT TEAM RESPONSIBILITIES COLLEGE FUNCTIONAL RESPONSIBILITIES SAFETY AND CRISIS MANAGEMENT PROTOCOL SAFETY AND CRISIS COMMUNICATIONS SECTION RELEASING STATEMENTS/INFORMATION PROCEDURES PHYSICAL PLANT SAFETY POLICY TYPES OF CRISES/EMERGENCIES IDENTIFIED: a. Medical Emergency epidemic or poisoning Violent Crime or Behavior robbery, murder, suicide, personal injury (existing or potential, etc.) Political Situations riots, demonstrations, terrorist acts, etc. Off Campus Incidents/Accidents Involving Students, Faculty and/or Staff Environmental/Natural Disasters fires, earthquakes, floods, chemical spills, tornadoes or leaks, explosions, etc. Bomb Threats Physical Plant-Unsafe campus building conditions, grounds, amenities, vehicles, furniture, equipment and utilities CAMPUS SAFETY AND CRISIS MANAGEMENT TEAM: The College Safety and Crisis Management Team are created under the authority of the President of Lon Morris College. The College Safety and Crisis Management Team must be available to respond and react as a team in emergency or crisis situations. The team will be required to meet at least every six months to review the plan and update information. A written report will be provided to the President (Administration) after each review to identify and document unsafe conditions or situations. The College Safety and Crisis Management Team will consist of the following: President Vice President of Administrative Affairs Campus Safety Director Safety Committee Chair Director, Public Relations Director, Facilities Chaplain Academic Dean Professor The College Safety and Crisis Management Team appointed by the President do not replace the Colleges Safety Committee. The Safety Committee will continue to function as in the past but will report its findings to the Safety and Crisis Management Team to improve safety at the College. Responsibility for this activity should not be delegated because it is important that the team be familiar with each other and fully aware of their responsibilities with regard to crisis management. In the event of a crisis this team will work with the President to lead the College community through the situation and determine the course of action and communications to the public, college employees and students. In any event the President and Vice President of Administrative Affairs will be informed. GENERAL PLAN: Assumptions: In any situation where the Police, other law enforcement agencies or the Fire Department are involved, they will secure the situation and take charge of activities that are directly related to the crisis problem. This does not include any school functions not involved with the crisis problem. The President or designated representatives of the College shall be responsible for all communications including those with the media. Any required College notifications or cancellations should be coordinated by Public Relations according to the Presidents directions. The College President or authorized representative will give direction and work closely with the Public Relations Department. The Safety and Crisis Management Team will initiate the crisis and/or communication plans of College departments as required in the event of a crisis or emergency. Under no circumstances will any representative of the College reveal a victims name for public announcement or publication, unless authorized to do so by the President. Victims names should only be given to emergency and law enforcement people when necessary for the victims welfare. Safety and Crisis Team Meeting Place In the event of a crisis or emergency the Safety and Crisis Management Team will meet at the Alumni Center. Emergency Shelter The Bob and Vivian Smith Gymnasium/Event Center will be the on-campus emergency shelter (to be used in case a residence hall is uninhabitable or others on campus require temporary housing). If the Gymnasium Building is unavailable or tornados/high winds are expected, use safe areas away from doors, windows and other glass. Other shelter locations such as Scurlock Center may be selected and designated at a site selected by the College Safety and Crisis Management Team. SAFETY AND CRISIS MANAGEMENT TEAM RESPONSIBILITIES: Advance Warning (If applicable) Meets and plans based on anticipated situations; prepare a plan for a worst-case scenario. Notify City services of police, fire and ambulance if necessary, with the approval of the President. Make and implement communication decisions. Notify key College personnel who need to be involved. Make precautionary evacuations if needed. Call essential service personnel if required. Enforce precautionary quarantine initiated by Health Authority. Complete incident report if required. Debriefing Emergency in Progress or Immediate Aftermath Notify the President and follow his directions. Call City emergency services if required and not already on the scene Traffic control Make and implement Communication decisions Initiate College communication plans, contact key personnel Set up command center React and coordinate activities for campus security, evacuations, shelter, counseling, etc. Coordinate restoration of lost or damaged utility services Coordinate set up of communication hot lines Mount rescue operations (through appropriate governmental services if required) Initiate damage control Complete incident report(s) Complete a log of activity Post Emergency Debrief and continue communications as required to the College community, general community and the media as directed by the President. Ensure that arrangements are made for counseling to those who need it. Ensure memorial services are arranged if required. Record events and prepare permanent records to be maintained. Assess any required changes or additions to the crisis management plan. Complete incident report(s). COLLEGE FUNCTIONAL RESPONSIBILITIES: Campus Safety Department Protect property and secure and control the emergency site Receive notification of incidents from campus and/or government services, initiate crisis plan and coordinate all activities with campus and government services (e.g.: call emergency services Emergency First Response Team, ambulance etc.) Coordinate and maintain command center Maintain public order within the college campus Control traffic Participate in rescue activities Record the event and action taken Coordinate with government and law enforcement agency representatives Public Relations Handle or clear all media activities as directed by the President. Handle emergency closing notifications and coordinate special notifications as required Provide clear, continuous and timely communication to faculty, staff and students and external public as required Physical Plant and Transportation Notify the Vice President of Administrative Affairs and follow directions Monitor actual safety hazards Field observations for hazardous conditions and situation Advise on measures to maintain safety Record the event and action taken for liability and risk management Provide essential services for maintenance and restoration Undertake damage control and emergency repairs Clear roadways and buildings under direction of the President or his representative, Law Enforcement, or Fire Department Contact appropriate outside agency Provide College vehicles for transportation as needed Document action, time and date of repairs, or other responses to safety matters. Student Affairs The College President shall provide directions to Student Affairs Office personnel concerning the following: Notify students of safety problem areas and document that notification. Assist with or make arrangements for temporary or alternate accommodations Contact students or families when appropriate Advise faculty members about situations involving students Provide counseling as required to victims and affected individuals Ensure that victims are aware of Victim Services provided by various agencies such as Red Cross Arrange memorial services if applicable Offer assistance to family members when appropriate. SAFETY AND CRISIS MANAGEMENT PROTOCOL: Medical Emergency in Crisis Situations STEPS If the person identifying the situation believes the situation is a trauma or life threatening situation, they should call 911 or have the switchboard operator call 911. Notify the President and Vice President of Administrative Affairs; indicate the medical emergency. Be available to provide information to Emergency Response team or Campus Safety about the situation. Campus Safety Campus Safety will contact the LMC Safety and Crisis Management Team if necessary. Report unsafe conditions to the appropriate department to correct the situation or conditions. Campus Safety will contact and follow the Presidents instructions or those of the Presidents representative concerning contacting any necessary Health Authorities, the Police Department and other government law enforcement agencies, i.e. FBI, County Sheriff, etc. Safety and Crisis Management Team Set up crisis command center in the Alumni Center unless it is involved in the crisis situation. If so, the Gymnasium will serve as the command center. Arrange for temporary accommodations and relocations if necessary. Prepare for appropriate communication. Arrange for hot-line if necessary for students and parents. Violent Crime or Behavior STEPS: (CRIME IS IN PROGRESS) Person experiencing situation: Stay calm, give money or meet other nonviolent demands if possible. Call 911. Notify the receptionist/switchboard operator. When switchboard operator is absent, notify Campus Safety. Switchboard operator will notify the President. Campus Safety will contact police or other law enforcement agency Campus Safety will secure the area or take the victim to a safe environment if they can be safely moved and notify the President of the College. Campus Safety will contact other members of the Safety and Crisis Management Team if needed. Safety and Crisis Management Team Initiate communication plans if needed. Set up crisis command center if required Arrange counseling or victim services for victims and other affected individuals. STEPS: DISCOVERY OF VIOLENT CRIME (AFTER THE FACT) Person discovering the situation Notify President by calling Ext. 4012 or contact receptionist at Ext. 4000. After business hours contact Campus Safety, who will notify Police or other agencies if 911 hasnt been called. Contact Campus Safety Director at home if not on campus. Go to a safe place and wait for Campus Safety. Report anything of relevance to Campus Safety. Cooperate with law enforcement personnel. Campus Safety Campus Safety will contact the President of the College or his designated representative. If not already contacted through 911, Campus Safety will contact the Police Department or other agency. The Safety and Crisis Management Team will be contacted as needed. The Safety and Crisis Management Team will contact other required personnel as directed by the President to accomplish the following: * Arrange for counseling or victim services for those affected. * Prepare media response as directed by the President. * Arrange memorial services if required. * A College representative should attend the funeral if appropriate. * If required, assist the family. c. Political Situations STEPS (DISORDERLY CONDUCT/DEMONSTRATIONS /TERRORIST ACTIVITY) Person Identifying Situation Notify the President or contact Receptionist (4000). They will notify other people and the Police if required. Move to a safe environment. Secure the area with assistance from Police; call for emergency medical, fire and police assistance if necessary. Notify the Safety and Crisis Management Team and any government agency that needs to be involved. Safety and Crisis Management Team Under the direction and instructions of the President Initiate communication plans. Set up crisis command center if required. Arrange counseling or victim services for victims and affected individuals. Coordinate media communications. d. Off Campus Accidents involving Students, Faculty and/or Staff Notify the President and as needed a member of the Safety and Crisis Management Team. The President will contact required personnel, family members or others involvedthrough coordination with law enforcement, health and other agencies. The Safety and Crisis Management Team will: Prepare press release if required Arrange counseling if required Arrange memorial service if required Identify College representatives to attend funeral if required Assist family with belongings, insurance and benefits if required e. Environmental/Natural Disaster Evacuation STEPS: Person discovering the Situation Alarm those people in the area and follow procedures to evacuate the area. Notify the President, (dial 4012) and Switchboard at (4000) or Campus Safety Services Police Department and other law enforcement agencies will be called as required. Fire Department will be called, if not already on premises. Facility and Maintenance Services will respond to the situations security and safety issues and initiate communication with the President of the College or other members of the Safety and Crisis Management Team. Safety and Crisis Management Team Set up crisis command center Prepare Emergency shelter at the Gymnasium/Event Center if needed. Initiate a Hot line if needed. Prepare a press release if appropriate. Obtain emergency funds if needed. f. Chemical spills: When there is a hazardous chemical spill, everyone in the affected area shall immediately move to a safe location away from the spill. Residence Hall Directors, professors, office supervisors or other people responsible for an area where a spill takes place shall call the switchboard operator and describe the spill and any injuries that may have occurred. The operator will call 911 and advise the LMC President that a spill has occurred and details about the situation including injuries or property damage. Without exposing themselves the supervisors, instructors or other LMC official should warn other people about the hazard of the spill so they will not enter the hazardous area. Disposal of hazardous chemicals shall be accomplished in accordance with all federal, state and city laws. Disposal will be authorized by the Vice President of Administrative Affairs and supervised by the person responsible for the chemicals. g. Bomb Threats Bomb threats may come through a phone call, mail, notes, or many other methods. Each threat must be taken seriously. If the detonation time gives sufficient time to follow the following procedure do so. If you are in the building where the bomb is said to be located and detonation time is very short, you should inform other occupants to evacuate the building in a calm but expeditious way. They should go to the same locations as given for fires and as far from the targeted building as possible. Call the switchboard at Ext. 4000 and have the President and Campus Safety notified. If they are not available call 911. If the threat is made by a telephone call, try to identify the callers gender and if the caller is an adult or child. Try to remember everything said and, if possible, write notes to help law enforcement people in their work. Important Information to note: If the caller does not offer the following information, politely ask them the following: * Where is the bomb located (building or other)? * When will to bomb be detonated and where? * Try to find out the type of bomb and the container it is in. * Ask yourself do you hear any background noise? * What is their speech like? Do they have an accent? * Note their manner of speaking such as; are they calm, angry, incoherent, coherent, rational, irrational, laughing, righteous, deliberate? Points to remember: Keep caller talking. Ask them to repeat, to speak louder, slower, etc. Do not interrupt! Do not speak angrily. Person receiving the call: 1. Notify Campus Safety (dial 4219) and Switchboard (4000) who will also notify the President and other Safety and Crisis Management Team members. Security: Assess situation and notify Police or other appropriate law enforcement agencies if necessary and according to the instruction of the President. Follow evacuation procedures in section e of Safety and Crisis Management Plan. SAFETY AND CRISIS COMMUNICATIONS SECTION: This section is intended to supplement other administrative procedures and guidelines for dealing with emergency situations. It should be reviewed on an annual basis and should be distributed to appropriate members of the Lon Morris community. From a public perspective, a crisis can be defined as any out-of-the-ordinary event that involves personal injury, threat of injury, or destruction of property and creates disruption in the community or on the Lon Morris College campus. A crisis is often tragic and unexpected. It is clear that good communications can be a key element in responding to the trauma caused by the crisis event. The purpose of the Safety and Crisis Management Plan is to adequately prepare to address and respond to any crisis event, and to advise, effectively and promptly, the campus community and the public as required on issues and developments. OBJECTIVES OF COMMUNICATION The College makes every effort to be open and timely in its communications with the College community, the media and its communities during a crisis or emergency. Concern for the right to privacy, personal health and safety, legal liability, and the publics legitimate right to be informed will guide decisions with regard to all communications internally and externally. Good communications policy and practice will: assist in the actual management of the crisis; provide direction to the faculty, staff, and students; reduce rumor and uncertainty; disseminate clear and accurate information to interested constituencies and the public at large; and maintain the institutions credibility and minimize damage to its reputation. SAFETY AND CRISIS COMMUNICATIONS PLANNING During a declared emergency, communications both internal and external will be under the direction of the President of the College in cooperation with other members of the Safety and Crisis Management Team as outlined in the Safety and Crisis Management Plan. The Safety and Crisis Communication Plan will also apply in the event that a crisis at an off-campus event for which Lon Morris College has some responsibility or where a significant number of its students and/or faculty and other personnel are involved, i.e., sports events, trips off campus. RELEASING STATEMENTS/INFORMATION: All information released by the College will be done in cooperation with the appropriate external authority, i.e., Jacksonville Police Department. All written or oral statements to campus groups, the media and the public will require the authorization of the President of the College or his designated representative. All statements of information will be channeled through the President and coordinated by the Director of Public Relations. The President of Lon Morris College will be the college spokesperson. An alternate spokesperson will be appointed by the President to state the Colleges position if he or she is not available within a reasonable amount of time. The legal aspects of releasing information will be governed by the appropriate legal guidelines or referred to legal counsel. All public and media inquiries that are received by other offices and departments will be forwarded to the Presidents office, and Under no circumstances will any representative other than the President or his authorized representative reveal a victims name Under no circumstances will any representative of the College other than the official spokesperson or his/her designate provide any information (names, dates, times, locations, nature of an incident) about an off-campus incident. Specifically, information about an off-campus arrest is in the public domain. In this case, the President or his/her designate will refer media inquiries to the authority that made the arrest. It is the responsibility of the Director of Campus Safety or his/her designate to notify the President, the Office of Public Relations, and the Vice President of Administrative Affairs when off-campus incidents occur. PROCEDURES Alerting Responsibilities Prior to or during a declared state of emergency or the assembly of the Safety and Crisis Management Team, the President of the College or a member of the Team will alert the Director of Public Relations. On direction of the President, the Director of Public Relations will then advise the Media as to the emergency and its circumstances and provide direction for responding to initial inquiries from the media. Specific Responsibilities The Director of Public Relations, as a member of the Safety and Crisis Management Team, will be responsible for coordinating with the LMC President the following: Meeting with the Safety and Crisis Management Team to determine level of crisis and audiences affected. Maintaining regular contact with other members of the Safety and Crisis Management Team, Establishing a media center either on campus or off campus as directed by the President. Providing communications and media meetings or other communication with to the President of the College and/or designate and the Safety and Crisis Management Team. Preparing and disseminating statements or information to the campus community, interested constituencies, the media, and other groups as identified. Handling public inquiries regarding the crisis. Arranging for photography and audio-visual services, if necessary. Maintaining regular contact with the Safety and Crisis Management Team and with communications officials of other agencies or organization (Jacksonville police, fire, etc.) responding to the emergency for the purpose of coordinating the preparation and dissemination of public statements of information. Managing the medias presence during the crisis and enforcing the guidelines for media behavior during a crisis. Monitoring media coverage and public response to the crisis. Providing post crisis follow-up releases and news, as appropriate, to the media. Authority The Director of Public Relations will have the authority to disseminate information to the media and the public, following the direction of the President of the College. Except for emergency services personnel, only the President and his/her designated representative will be authorized to provide direction to the media. Once a crisis/emergency has been identified, Campus Safety will have the authority to limit access to the affected area and any other areas of campus designated for use in responding to the crisis. With the consent of Campus Safety and external authorities and at the direction of the President of Lon Morris College, media photographers and camera operators may tour the emergency site, but only if they are escorted by a member of the Safety and Crisis Management Team. Media and Public Inquiry Centers Depending on the nature and duration of the crisis, the Safety and Crisis Management Team may establish a media center and oversee a public inquiry center or telephone inquiry center. This center may be located on campus or at a predetermined site off campus. On-campus site choices: The Bob and Vivian Smith Gymnasium/ Event Center. Alternate sites are Alumni Center and Memorial Chapel. Off-campus site: Selection according to need by the President or his representative. Official Spokesperson The President of the College will be the spokesperson and shall designate alternates to respond in his absence. Any designated spokesperson will be responsible for articulating the Colleges position only upon the authorization or and as directed by the President of the College. If such authorization is unavailable for a lengthy period of time, the spokesperson will confer with the Safety and Crisis Management Team before releasing the information about the Colleges position. Neglected repair or other maintenance, traffic safety, misuse of equipment, poor reporting of problems all contribute to injury and sickness all of which can result in long lasting debilitating personal problems or even death. Vehicle safety is also an issue that should be directed toward prevention of unsafe conditions by observance, inventory and reporting unsafe conditions to the proper department responsible for repair, maintenance, supervision or organization of the problem area. Addressing Safety Issues: The Safety and Crisis Management Team will request the assistance of all LMC personnel and students to report unsafe conditions. Members of the Safety and Crisis Management Team will conduct safety surveys, document their findings and report safety problems to the appropriate department that has the ability and/or responsibility to correct the problem. The Safety and Crisis Management Team will develop and conduct a campus safety program for the protection of students, employees and the public. LMC students and employees are required to file accident reports with the Vice President of Administrative Affairs. The Safety and Crisis Management Team will review all on-campus accidents/injuries to determine the cause, the action that was taken and determine what can be done to prevent other such accidents from occurring in the future. The Safety and Crisis Management Team will help promote safety to employees and students through various mean of communication, including literature, posters, message boards and promotional materials.
